That was my intuition but I think that’s because it’s what’s allowed now. If it becomes regulated I think it becomes illegal/unethical to discriminate based on race. McDonald’s can’t refuse to serve you based on skin color. Neither should a sex worker.

Your body is the good/service at that point. What you are proposing is a special exception on existing discrimination laws. It’s tough, I agree, but I think the choice is clear ethically speaking.

It’s a false equivalence. The unspoken premise there is that one particular racial group is a threat to your safety. It’s a racist assumption. And I think the regulation should help with safety in general. Reporting violence is not done when engaging in illegal activities.
I thought of this question when I was reading sex workers forums once and they were going "I hate it but... i've finally stopped accepting Indian clients. They are physically aggressive, make me feel unsafe, disrespect my boundaries. Am I racist for this?"
When I first read your question I thought “ wow this is going to be tough” and I though of examples like you just stated. My wife was a sex worker. But I don’t see how these examples can be justifiably used in other contexts. Like masseuses.
I know builders who won't work for Indian clients because they've had trouble in the past getting their money. Obviously not all Indians are going to refuse to pay but once bitten etc.
It's about business not ethics.
