Definitely premarital celibacy is a really big deal in conservative cultures. Sex isn’t banned once you’re married ofc, but for all general purposes for someone who isn’t ready to have kids, it is in fact banned in a lot of places.

A. "Banned" = you go to prison. Having others suggest to you not to have sex is not being banned. B. The vast majority of political conservatives don't concern themselves with celibacy. You're thinking of religious fundamentalists, sometimes also called religious conservatives.

Premarital celibacy has nothing to do with conservatism and vice versa. Certain religious denominations advocate it, and many of their adherents also tend to be political conservatives, but they are a subset.

It would be like saying atheism is a really big deal in liberal culture. Well, if you're an atheist you are certainly more likely to be a liberal, but most liberals are not and the two things are not conceptually related. I.e. atheism is not a defining feature of liberalism.
