It's weird. I read this take and go "how about we treat every baby as a potential Hitlers and try our best to grant every single one a decent life?". Not having welfare sure seems to increase the variance in outcomes.

Would you consider social workers looking after abused children not to be a subset of welfare? I don't know how this works in the US, but in Brazil one could (and should) call the "Tutelage Council" about stuff like beatings and neglect.

I would argue that one of the most crucial factors that contributes to a person's negative psychological development is the lack of time spent with them and attention given to them by their parents. And if you can't afford a nanny or piano lessons to compensate...
