Policing thoughts is worse, IMO, because eventually steers people into allowing their actions to be policed. Reaction to immediate policing of actions tends to create free-thinking defiance.

In an ideal world both are stupid. In the real world, actions should be policed, not thoughts. "I want to kill someone" vs "I am actually, physically killing someone". You need to police the latter. Whether "killing" is a crime worth policing is decided by society/natural law.

i dont think that is what she meant. it is kind of implied that they wanna police thoughts and actions that dont harm anyone. no one with sound mind wants to defend actions or thoughts that harm anyone.
