There's a software that, if it existed, I think me and a bunch of other OF girls would pay out the nose for. I don't know how to build programs though, what should be my first step in making this happen?

You'd probably need to work with a UI/UX designer first so that you could develop an accurate visual prototype

Since you don't know how to create the app then like a few others said, hire someone/a team. There would probably be some costs to run/host the software on a server and maintain it possibly, so you'd need people who could do that as well I think.
