It doesn't matter. What matters is that there is a lot of religion-led decision making in politics so when gayness is viewed as a choice, it allows those non-secular politicians to argue that only heterosexuals should have protected rights.

Partially yes; OTOH, there's this "reeducation camps for gays" and all these things which certain groups base on their assumption "gay is a lifestyle choice". It is not, though; and that is an important lever to make them accept homosexuals as natural and normal people.
