Also French culture seems different to me; in France it's common to let kids be naked much more than in the US; I get the impression they culturally don't view child bodies as that sexual to begin with

I'm saying one, French people have different norms around child bodies, and two, yes I agree it's meant to fall into a more sexual category
I can guarantee you that even with more lax attitudes toward nudity (which is not the point here BTW, it's the sexual stance), it's not ok at all to have this kind of sexual expressiveness here for a child. It's not representative and not normal.
