Food should be free. There would still be restaurants or premium food for sale (and in demand) but basic healthy foodstuffs should be free to any person on the planet.

I don't think it should be a government thing. My main objection is with destruction of food that goes unpurchased, when someone could eat it.
Philanthropy is the only way I can see it working.

That food goes to waste because of market forces that incentivized it being created in the first place. Try growing crops without markets. It’s really really hard. Like holy shit unimaginably hard.
