Natural inclination is for 'no', but 'yes' because: I don't want someone else determining who can vote, in the same way they don't want me determining who can vote.

The way we have it now, people need to be full citizens (in good standing! So no criminals) to vote, but just have to exist to pay taxes. This is mostly backwards - voting should be the first right granted, not the last. Anyone classified as a resident by the IRS should vote
