Bit of a strawman, no? You can legislate and encourage the use of bike helmets, or lower residential speed limits, for instance, and drive that number down a lot. There are plenty of options which do not practically reduce individual freedom, but do improve public health.

we could practically eliminate traffic fatalities by reducing the speed limit to 15 mph, yet i have never seen anyone seriously argue in favour of this. as a society we have decided that there is an acceptable number of deaths and injuries in exchange for shorter travel times.
