Definitely a good idea to take with a grain of salt, but also seems true from my anecdotal experience. Could be confirmation bias as a white moderate.

It's percentage based and the Liberal pool is lower than the Conservative pool in every poll they posted.

Having looked over it, I suspect the key difference is "secretly" it's hardly a secret when you announce it publicly.
