The other option, which I'm starting to believe more and more, is that a large number of people are actually just happy under house arrest and don't actually want there to be social pressure on them again to go out.

In late March the % of COVID infections in NYC was probably 1 in 10. Today it's maybe 1 in 1000. Yet, many of my friends live in house arrest just as they did when the risk was 100 times higher. This is irrational and disappointing.
