Good and realistic, with caveats. would need to replace other social programs, removing admin costs, and it would need to be structured as a negative income tax, where it slowly phases out as you earn more, and it needs to be out of control of congress. (monetary policy domain)

You are right on all these points, with two small caveats: It needs to replace social programs targeted at poverty, not the other ones (disability…). And the clawback must be slow, or it becomes an incentive to not work (or not declare it).
