That's because "fulfillment" is far too subjective. It's why some people are religious & others aren't. Communal plans can't feasibly consider fulfillment, only practicality as it is related to Enlightenment philosophy.

At *some* point in the unfolding stack of causal influence it'd probably have to spit out (possibly quite true) verbiage that was seemingly "intuitively good."
