maybe not; good skincare and aesthetic procedures for good skin and plastic surgery are very very expensive and also reduce the need for makeup. Cheap makeup is often used by poorer people who don't have the ability to care for their appearance otherwise.

That's true, and I wouldn't be surprised if they didn't wear any makeup. But also poor women have been wearing makeup throughout history, made out of stuff like ash and bugs, so it wouldn't surprise me if they *did* use makeup.
