One data point here: I was sexually assaulted last year and I didn't even begin to even start thinking about going to the police because I don't trust them.

I obviously can't and wouldn't tell you or anyone else to do, but I was stunned to find last year when I reported my stalker that the criminal side of the process was easy, warm and compassionate, and the civil side (pursuing a restraining order) was a months-long nightmare

It doesn't; it does require interacting with a judge (or, in my case, three successive judges, two of which appear to have been leeched of their souls)

For a taste of the absurdity here, the first two judges refused to issue the restraining order because the defendant could not appear. Which he could not do because he was in jail. For stalking me.
