Another point to consider is that while blacks are not more likely to be killed over whites (despite the popular narrative) - they ARE more likely to have lower end use of force used against them. Id be curious what the lower end use of force rates were back then.

Well 2 things stand out to me, in 2018 we have phone cameras and 40 years of the drug war that have obviously disproportionately affected black people so we can literally veiw it which leaves a lot of what happened then unheard of and unseen. Seeing it obviously increases it. 1/2

Black people weren't as allowed to be in protest back then, the US military was enacted on some occaisions, the FBI actively went after and dispersed the black panthers, racists and racism had more affect. Also you have to probably think as a result, it was reported less. 2/2

Because their lives are worse than pre-civil rights most likely. More people in jail, less land & capital, less cohesive family/community structures
