I wholly agree with this statement. If there was an overarching idea that defines post 2000 society it would be 'its not cool to hate others.....except those fuckers over there'.

When applied to an individual, it's a kafkatrap (one's denial is proof of one's guilt). More generally, these are called "double-binds." Contemporary critical theory is all about building these. Notice race? Because you're racist. Don't? Because you're privileged, thus racist.

It's not a fallacy because both can be true that white people leaving en masse to avoid black people and white people moving en masse to take advantage of low rents in black communities harms black people in those communities.
