the chicken and egg of 'sex and power' : which came (more) first?

Before power was really crystallized, sex had to be a thing. Then the crafty ones would use sex to gain status - hence the invention of royal marriages and the like later on for diplomacy.

Conflict evolved before sex. Asexual organisms are still competing with each other, and can functionally have power over each other (such as the ability to eat the other).

Eggs were around millions of years before the chicken. Pretty sure they determined dinosaurs were egg layers.

Power is clearly more all-encompassing than sex. Sex without power is pointless, your offspring will just starve or be murdered.

There is no sex without power.
There is power independently of sex.
If the existence of "power" can be interpreted as competition, inequality, conflict, etc., then every will (to change or to evade change) involves power (like Nietzsche would say).
