Covering women's nipples is common and you can see the logic - nipples are for sex! They make a woman horny if you touch them. I'm wondering if this indicates something about cultures that tend to show bare breasts, if it's correlated with different approaches to female sexuality

As in - is it possible that viewing female nipples as nbd means they also didn't view female nipples as erogenous zones? Does this indicate some general lack of interest in female sexual pleasure overall?

Probably, also for male sexuality. In these cultures, men still tend to prefer large breasts. A good example is that Yanomamo women walk around naked while men wear a string tied around their waist which is then tied to the foreskins of their penis...

Tough to follow that logic, since none of us cover our lips. Female nipples are covered because they haven’t had the chance to fight for it the same way men did. I highly recommend you research these brave men that got arrested fighting for their right to show their chest in 1935
