You need a plan. Reopen, yes, but with universal mask wearing, and being able to self Quarantine again if you get symptoms, etc. Not just open and hope for the best.

There's not one answer for all areas. In PA, 80% of the deaths were in personal care homes, Philly County in the west has had >17K cases and Allegheny Count in the east <2K.

Not without widespread testing of damn near everyone, no. The end result of that will be a spike in deaths that will cause just as much harm to the economy as being closed but with the added bonus of lots of dead people. It invalidates everything sacrificed so far.

the growth has been linear since april. In the US, there have been ~1m cases or 0.3% of population. That's a lot, but not large compared to total population. Quarantine is barely preventing us from losing ground to the virus r.e. exp. growth. situation still same so need to stay

Yes, of course. The risks will exist until a vaccine is found (12-18 months from now. A lockdown of that duration is clearly untenable, so we need to take measures risks and open up now

1. Seal state borders (require test or quarantine to cross). 2. Manage lockdown appropriately within each state (which means easing for many but not all).
