This is Buck v. Bell territory.
Voting yes means you trust the state to competently administer the IQ test, interpret the results, and that the children were taken away for good reasons. A 'no' vote just means you have reasonable doubt of any of those assertions.

The state shouldn't have that sort of meddlesome role.
That said, if dependence on the state has led people not to live in highly self-organising groups, then your scenario might lack a proper soirce of management.

you should ask this again but with Norplant; putting someone through IUD insertion is really unconscionable. i’d still have a major problem with it but at least that would be a thought problem i could bear to read a thread on
