Absolutely. From what I've found there's no significant difference between the sexes in ability to play chess and so if men and women have exactly the same upbringing and expectations, almost any game would be brought to a near 50-50

There is evidence for “greater male variability”, which means that here, men would probably still be over represented in both the group of most terrible, and most elite chess players. There is probably evolutionary reasons for GMV but I don’t know much about it.

Women are discouraged from chess? That thought has never once crossed my mind

Chess is kinda a boys club in the same way lot's of videogames are boys clubs. It's not necessarily that women are discouraged from joining, just it's historically a pasttime primarily done by men which means women arent bringing other women in and the problem perpetuates itself
