I'm sorry, there's too many of you I can't even keep up with the 'verify via tweet' system I set up, and the twitter UI makes it literally impossible to do this quickly (no sorting or searching), and there's maybe thousands of requests? Idk how many because TWITTER'S UI SUCKS

From a utilitarian perspective, there is an optimal way to distribute blame according to this framework.
Whatever leads to the best incentives (e.g., don't blame a kid or mentally ill, because blame won't change their actions. Do blame the professional who should know better.)
