You just start writing. Start with the parts you are most comfortable with, or know how you want it to go. Then fill in the gaps. If its fiction then a general idea of the plot is a start. Nonfiction you can start with some event

Some writers meticulously detail plots before the write, others just write and work it out as they go. Expect to rewrite, so just getting words out knowing that they can be changed is a good place to start. You can always make bad work better but you have to write SOMETHING

The more serious answer is that figuring out the answer to the question is a _big part_ of writing a book, and not at all trivial. There's a nice interview with Neal Stephenson where he claims that he has to invent an entirely new system for each of his books...

For nonfiction, first write the table of contents. Then write the first chapter as though it were a blog post. Maybe even submit it somewhere as an article. Repeat for the next few chapters. Either you can do the whole book that way, or you’ll build momentum and get your footing.
