Compare the empire silhouettes of 1810 to the corsets and crinolines of the 1850s. Really you have 4 periods: very low innovation for most of the medieval period; accelerating innovation for the early modern period; extremely fast innovation ~1780-1990; and now, low innovation.
Fashion became culturally important for about the same amount of time that "what is the best form of government?" was really and open question. End of history=end of fashion i guess.
I mean ... have you seen fashion from 1990? Everything "fluorescent"? Quite the change there too.

I wonder how the booze and sex fuelled roaring 20's influenced the shift in fashion. Maybe people were so tired of having to work just to undress so they could fuck. Or being too drunk/hungover to undress. Or redress? 
Well, in the last 30 years we went all the way around and hit the 60's, then the 70's, then the 90's, so I'm not sure which is "further"
