So if I just made a company to do research, could I just do non-ethical experiments that weren't illegal or do more things become illegal as soon as you call yourself a researcher

I know there a variances, depending on need/area... as well as different choices made in time (or vacuum of oversight?) I seem to recall some older research into group social behaviour that-- may have stretched the ideas of informed consent/risk of harm/deception

Depends what you do with the research. If you want legitimacy by publishing in peer reviews journals, you'll need an IRB to have signed off. There are pay to play IRBs but they generally still follow reasonable guidelines.
