Price gouging can, if -morally- done, prevent people from hoarding. But then it wouldn't be called price gouging huh? More like.. dynamic demand response pricing.

I would like to see some proof of this. Price gouging could also encourage hoarding by making people think that they must but all the low priced goods before the price goes up. You also posit some moral position but there is always a sociopath who doesn't care
