No; I meant "between them", as in their decision only directly affects them. No agreeing to take an action that affects a third party without their consent.

I mean you could say this about most things? If we regulated consenting adults like... buying food on Sundays then we'd also see a verifiable impact on the economy, which would impact everyone. If you regulate actions on small scale it'll always have ripple effects.

It's not a direct effect, and having no effect on third parties wasn't part of the premise. For example, if I decide to get an abortion, that will make my family extremely sad, but my decision "belongs" to me.
