I mostly agree with your general observation but not your prescription. It implicitly favors the status quo. Without a universal agreement, one side would be forced to cede ground on ideological legitimacy and the other would lose out on descriptive power in their framework.

The "different words" thing is really complicated though. The words man and woman are points of conflict right now, but trans people still want words that puts them in the same group as their cis counterparts. New words mean new divisions.

Gender can also serve to organize for social competition. People invested in this aspect aren't incentivized to do what you(and I) want, it limits how aggressively you can use gender to compete.

Honestly the issue really boils down to what some group of people want to be. If either side is advocating the government should be enforcing certain viewpoints or types of speech, then I have a serious problem. If group A wants to refer to themselves... 1/3
