I find it’s usually short hand for “this doesn’t happen at a scale that warrants the same concern or analysis.” Maybe not the most useful way to say that but I understand the frustration from trying to discuss systemic issues as others regularly concern troll with exceptions.

The short hand is bad and explicitly wrong and does more harm than good. Simply saying "This rarely happens" would be way freaking better. Saying it never happens is literally a lie and no shit people don't trust you after that.
