The answer is yes, and it was a feature of Obamacare that hospitals that reduced the number of infections caught within hospitals could receive more funding, leading to 1. More hand washing, 2, mandatory short sleeve shirts, and 3, checklists to remind Dr.s to do this.

At least for the short term, it'll also improve asthma and other air pollution-related illnesses by reducing industry and travel:
