Bernie is the strongest anti-war candidate, so it seems a bit odd to paint his policies as "free nukes for all" (I assume he is who you are referencing?). Among other examples, he recently called on the world to spend all the money we are spending on war fighting climate change.

Not an expert, but regarding primary education: a major factor is student/teacher ratios. Higher ratios allow teachers to focus more on individual needs and interests, which leads to better results. But this directly requires higher funding. It's pretty straightforward.
