I was starting at this result after I voted, not really reading it but looking at it, like it was center of my vision, when both bars dropped and both percentages went to zero. Looked at the# of votes and it said 0 but the result I voted 4 was still checked.

Is this mental illness heritable, and does it stop them from raising a child?

Would need to know the tax implications. Most of these individuals are wards of the state and are not permitted to have any "wealth" if the government is to continue covering their care.

In the end - No; anyone should be able to get a free/rewarded reversible sterilization. Avoid many issues entirely by removing the category membership and permanence.
Implementation certain to attract haters; marketing budgets will be limited and thus targeted.
