Assuming the government could afford it, would you support a law that gave people with severe mental illnesses a basic stipend on which to live, which would be suspended if they had kids?

I think this is already a thing, at least in CA. Well, the stipend part.. not sure about what would take it away.

It must meet strict and narrow criteria of mental illness and must be halted if government budgets for primary functions such as national defense, running Courts and enforcing laws is insufficient.

I'd be willing to do it myself, but I wouldn't be comfortable forcing that decision on others. Also, what's to say people wouldn't feign mental illness just to get money? The definition of "severe" is debatable even with the same patient and different doctors.

This assumes rational forward thinking so its not verry applicable to intellectual disabilities.
It may have the opposite effect and help people get into a position to have their 1st child sooner (speed of reproduction increases offspring not just amount of kids).
