I wonder if that phrase comes from the time of the Islamic Empire, something like Pax Romana - not that the Roman Empire was itself peaceful, but could seem peaceful in contrast with endless local strife

I have come to the conclusion that dogmatism inevitably creates conflict. Nothing that contains dogmatism can be peaceful. (I am prepared to argue this.)
