That tiny 47sq mi San Francisco, an old city,w/little buildable land,w/water on 3 sides,is harranged for not building housing at the pace of a TX city is ludicrous. You may mean the MSA,but SF MSA contains wildly diverse topography. TX MSAs are mostly homogenous,flat,vacant land.

Another factor: San Francisco (city, not MSA) scores 5th in US for park space. That’s public land not available for building. 3400 acres of public parks, out of 30,000 total acres. In 2017, SF became 1st city in US where all residents have access to a park within a 10 min walk.
There's almost no tall housing buildings in SF. Everything looks like it's 4 stories or lower - and I'd bet you a lot of money developers would love to put in larger apartment complexes but cant
Not at all true. Lots of high rise housing in SOMA,FiDi,Mid-Market,Tenderloin, Van Ness Corridor,Embarcadero, Dogpatch,et al. Tons of mid-rise in Mission,Duboce, Upper Market, Hayes Valley, Richmond, Pacific Heights, Western Addition, Marina, et al. We have diverse neighborhoods.
