But that doesn't have anything to do with licensing; these people basically just were filmed agreeing to perform a job (like painting) that they hadn't paid the government for a permit to do.

Contractor fraud is a huge issue. People can easily lose tens of thousands of dollars to someone who showed every sign of being reliable, but who skips out on the job.

Wow this is awful. This police department is basically evil in the most mundane sort of way. Ruining the lives of working class Americans who are simply trying to engage in a trade, and then gloating over that.
