An airline introduces a new, very cheap, standing-room only class, where seatbelts are harnesses that strap you to the wall, and you get a small stool/ledge under your butt to help take some weight off. This is equally as safe as the other classes.

I can't imagine that this is as safe as normal craptastic airline seating. The idea of "vertical seating" and been around since the early 2000s.

Is this a torture element question or is there a reason they aren't using the wall materials for beds and shoving the poor people into person-tubes?

If it's safe, I don't see a reason to make it illegal. Now, whether it's a good thing hinges totally on how much cheaper it would be. If it's cheap enough to make plane trips accessible to people who couldn't otherwise travel, say, as cheap as bus tickets are now, the I'm for it.
