Hagop Sarkissian wrote a paper on Confucian versus non-Confucian countries, countries that separated on the value of filial piety, based upon their level of government corruption. It's all there--except I am unsure if you want to consider Chinese culture shame/guilt based.

Probably more like fear/shame based?

I don't know how to quantify that. Considering the PC culture and "wokeness" even U.S.A. can quality as shame vs. guilt culture, depending on the way you look at it. I would say it correlate with irrationality and both shame culture ans corruption is related to irrationality.
