I'm not opposed to the general idea but voted no on 33%. The percentage should not be set by law, just can't go through with it until a certain level of pre-care is saved up. Up to the parents how quickly to save it up.

Flexibility in how much an individual decides to spend on child care is a factor that makes child care industry competitive.
Foreknowledge that certain portion of money is forced allocated will raise the child care industry price and cause other anomalies.
