The person/s who made it likely to get away with it on either side. More afraid of Corporations still, although both were involved in this process. Not really willing to pick one of the options available in the poll right now because this + who cares about fault? I want it fixed.

a lot of these polls are asking how people think they'd behave and not how they'd behave. I don't have a better answer for how to use twitter to answer these questions, but I don't think you'll get answers this way.

There is still significant guilt on both sides; the briber for bringing into being the idea of the corrupt act, and the bribee, who beyond the general duty not to enable bribes, also has a obligation to their office that they're breaking.

If you had said governments I would have chosen that but I trust "my government" more than corporations ultimately (but only ever so slightly).
