How do people define the center? Is it just the statistical average in a population? Is there a normative component?

Both. The national media skews depending on the outlet, but local affiliates skew towards their audience. Being from NJ, living in Houston, I listen to media from both areas. Each give different takes on the same story designed to sell to their market.
