A candidate's promise as president is this: He'l hire the top 50 people in the country, educated or not, who can make the most accurate possible predictions based on large, complicated data. He will have them vote on the outcomes of his potential actions, and then follow that.

I do wish that, but I think they'd have a terrible chance at winning because better qualified people probably spend their time not playing the popularity contest. Our hypothetical candidate above *could* play that popularity contest and then still make qualified decisions.

But those "better qualified people" won't necessarily get the policies enacted they've deemed best. That's because voters elect someone to do what *they* want, not what "smart people" want. It's the inherent complexity in a liberal democracy.
