very funny you asked this today. i literally saw a >40 for the first time on thursday. i was in Hoboken. i almost took a picture of it as it was so odd to me.

I think I can remember seeing an 18, but this is honestly not something I've bothered to try and remember, so I'm not sure of the accuracy of this as an answer.

i pay attention to this since my friends and i have a game where you get back the number of seconds remaining on a crosswalk when you get to the other side- I think there's some where you can live indefinitely by cycling through the crosswalks at the intersection

There's a 124 seconds long one in Moscow, though it shows 99. I also heard about 'smoke break' crosswalk sign in St. Petersburg - it has a seven-minute phase (never seen it, though).
