I'd argue that most racists aren't actually racist, they're culture-ist, it's just that race happens to correlate with culture a lot and gets used as a proxy.
but.. i don't think so? Like, if someone of a different race successfully 'passes' for the same culture, they often get treated very well (though probably have to do more steps to prove adherence to the culture).
?? I'm saying that the key thing that gets people treated well is cultural adherence, and proving cultural adherence is difficult to do sometimes. Is that what 'structural racism' means?
Before I answer your ?, I’ll reductively define SR as it being ok if 5% of the out group achieving some sort of status/equality/advancement and 5% of the in group never doing so so long as the bulk of the in group stays in power. By definition SR must keep *most* of the outs out
