I'd argue that most racists aren't actually racist, they're culture-ist, it's just that race happens to correlate with culture a lot and gets used as a proxy.
but.. i don't think so? Like, if someone of a different race successfully 'passes' for the same culture, they often get treated very well (though probably have to do more steps to prove adherence to the culture).
?? I'm saying that the key thing that gets people treated well is cultural adherence, and proving cultural adherence is difficult to do sometimes. Is that what 'structural racism' means?
To act "racistly", a person makes judgements based on race. The motivation for this can be based on the race's correlations with certain factors (culture, politics, etc.) But ultimately racists act racistly based on race, almost by definition.
