I'd argue that most racists aren't actually racist, they're culture-ist, it's just that race happens to correlate with culture a lot and gets used as a proxy.

To act "racistly", a person makes judgements based on race. The motivation for this can be based on the race's correlations with certain factors (culture, politics, etc.) But ultimately racists act racistly based on race, almost by definition.

A racist makes the following choice: some wumples are fuzzy, and I don't like fuzzy. So I will discriminate against all wumples, to save myself effort. Doesn't matter that the racist actually only cares about fuzzyness, if he hates all wumples, he's a wumpleist.

?? I'm saying that the key thing that gets people treated well is cultural adherence, and proving cultural adherence is difficult to do sometimes. Is that what 'structural racism' means?
