Not really no? My ideal is informed consent - I like the idea of people being able to build their building however they want, but being required to inform people of the standards of the building before anybody enters.

So like a grade card posted on outside of building? Guess it gets more and more relevant the larger the building (esp taller), but structural integrity involves a fair amount of architectural knowledge to evaluate how the materials respond under extreme stress.
