Kind of not, with your phrasing. I'd (probably? maybe?) support a law that gave incentives to parents who would go through certification; it'd be especially good if it didn't just cover the early stages of child development, but that's just my opinion.

Beyond basic, total ban on parents. People can pop out kids they just can't raise them or any children.

If only for the suffering for the thousands of children who would end up orphans or wards of the state, it's a no.
I do however believe society ought to improve it's available knowledge for new parents. Let childless adults know they'll be supportes and all that.

This one's polling closer than I expected.
I oppose parent permitting because I have no trust in an authority, not because I think people have an intrinsic right to reproduce.
If government were better - a lot better - I might consider letting them exert some sort of limit.

I’m for it, prove you can and are able to mentally and physically have the abilities to bring a child into this world. So many unwanted kids and it’s not fair to their poor lil broken hearts.
