If gender is a socially constructed thing, like there's a 'caricature' of a man, then why do we still consider people 'men' who don't correspond at all to the caricature of a man? And then I doubly don't understand how you can change your gender by making a decision about it.

It can be extremely hard to start socially transitioning, especially early on. Those folks beyond the age of 40 often have an even harder time doing so as they often worry that it is too late to do so. It's not safe in a lot of places to transition even if you pass flawlessly.

Not to say that you shouldn't transition if you're older. But it's a personal choice to go through that process, as it can alienate your friends, family, and coworkers. It's hard to blame an older person who is worried about losing those things for not socially transitioning.
